Public Administration

Online land lease and tender services

The Harari People Regional State Urban Development and Construction Bureau administers public land allocation with integrity, transparency, and digital verifiability.

1. Parcel information & zoning catalog

Detailed public inventory of leaseable urban plots across all woredas and kebeles of Harar. Every parcel specifies cadastral area in square meters, approved land use (Residential, Commercial, Industrial, Mixed use or Other), permitted building height, and official base lease price per square meter.

2. Verifiable bid documents

Digital bidding process where registered bidders pay the document fee and download a unique, serialized bid document with an embedded anti-tamper QR code. Each document is cryptographically verified upon opening day to guarantee legitimacy.

3. Live opening & mathematical scoring

Open public opening ceremonies where keyed bid figures immediately recalculate transparent rankings according to Directive 8/2005 evaluation formulas (such as 80/20 two-factor and 75/15/10 three-factor models). Scores, ties, and promotions update in real time.

4. Instant public document verification

Instant QR and serial code verification allowing citizens, financial institutions, and inspectors to verify the genuineness, issuance status, parcel allocation, and validity of any tender document or certificate issued by the bureau.

Advance payment bounds Minimum 20% advance payment, capped at 35% for scoring weight fairness.
Sealed bid protection Bidder offers are confidential until publicly opened on opening day.
Tie-breaking priority Automatic affirmative action for sole female bidders, or public lottery.
